Overview

USAID’s Momentum Country and Global Leadership (MCGL) award is a five-year USAID funded global award, that works in tandem with country governments and local nongovernmental organizations to provide targeted technical and capacity development assistance, and contribute to the global technical leadership and policy dialogue on improving measurable outcomes for maternal, reproductive, newborn and child health, and voluntary family planning. MCGL seeks a Procurement Support Specialist to provide technical guidance and expertise in hospital procurement for an upcoming USAID program in East Jerusalem, the East Jerusalem Hospital Network (EJHN).  EJHN comprises six non-profit, charitable hospitals that have a long history of providing services to patients from East Jerusalem, the West Bank and Gaza hospitals in East Jerusalem. The EJHN program will support hospitals within the network to diversify income streams and improve quality of services for patients from the West Bank, Gaza and East Jerusalem. This position reports to the Project Director.

 

The Procurement Support Specialist oversees the procurement functions department, including sound strategy for the delivery of goods and services for the fulfilment of all contractual obligations. He/She ensures procurement effectiveness, efficiency and integrity at all times.

 

The PSS will be responsible for managing the procurement support component of the project, including validation of needs with hospitals, procurement and logistics.

Responsibilities

  • Serves as Key Personnel of the project managing the project procurement. 
  • Ensures that all procurements follow USAID regulations and are conducted in accordance with Jhpiego standard practices
  • Provides leadership for planning, direction, control and evaluation of all work associated with procurement in line with the project.
  • Manages procurement budget for assigned tasks/interventions as required.
  • Plans, directs and manages a wide variety of procurement activities related to the purchasing and contracting of materials, equipment, and services on a competitive basis.
  • Supervises the country procurement team.
  • Work closely with the partners, vendors (national and international) to support the project procurement.
  • Manages procurement processes and monitoring of contracts, bids, tenders, and purchase orders as per organization and donor policies and procedures in coordination with the compliance unit.
  • Prepares and finalizes the purchasing documents requirements.
  • Negotiates strategic service contracts and sourcing agreements and any changes in vendor contracts in accordance to the procurement.
  • Produces accurate and timely operational reports as required for internal management.
  • Develops, administers, and monitors budgets (multi millions). Implements and allocates resources following budget approval; and, approves expenditures.
  • Supports procurement needs of the project and ensure compliance with Jhpiego policies and donor regulations in coordination with compliance unit. 
  • Develops, maintains, updates and institutes standard operating procedures to guide the work of project staff in the procurement in line with Jhpiego and donor policies and practices.
  • Directs and manages project Procurement processes, development and updating templates and receipt of service documentation.
  • Ensures a transparent Procurement tracking system and audit compliance filing systems.
  • Works very closely with the relevant departments to ensure a totally compliant and transparent system with focus on team work and great customer service.
  • Maintains regular communications with the senior management team and technical team leaders providing relevant and timely information for planning and decision-making purposes. 
  • Strategically plan for, manage and coordinate procurement, inventory, distribution, and transportation processes; keep track of quality, quantity, stock levels, delivery times, transport costs, and efficiency.
  • Supports the international procurement, including managing relationships with global suppliers and negotiating contracts.
  • Arranges and plan out the warehouse, catalogue goods, process receipts and shipments and plan transport routes
  • Meets cost, productivity, accuracy, and timeliness targets in line with project work plan and budget
  • Prepares and development bid documents including requests for quotes, terms and conditions, and evaluation criteria for procurements to obtain competitive quotes on commodities and services; analyze quotes to make recommendations for procurement 
  • Prepares VAT exemption forms for items shipped internationally and locally
  • Liaises and negotiate with suppliers, manufacturers, retailers, and consumers
  • Prepares and maintain accurate records and documentation on all solicitations, responses, purchases, contracts, correspondence and related follow up
  • Stays informed of advances in supply chain approaches and apply them within the organization to improve supply chain processes

Required Qualifications

  • University degree in a relevant field from an accredited university. 
  • 10 years’ experience in procurement and distribution logistics of health commodities in the Middle East or similar operating environment.
  • Previous experience in procuring medical equipment, spare parts for medical supplies, pharmaceuticals, medical supplies, assistive devices and IT equipment and knowledge about existing regulatory requirements

 

Preferred Qualifications

  • Master’s degree in related field is preferred
  • Familiarity with USAID Rules and Regulations 
  • Knowledge of global sourcing and procurement strategies, tactics, processes, procedures, and systems 
  • Demonstrated experience with US Government acquisition management
